With the development of the Internet and the coming of the information era,the information construction of public legal services has become the thing that brook no delay.Legal aid is an important part of public legal services.Its main responsibility is to provide legal assistance to the vulnerable members of our society.Because of the late establishment of the legal aid system in China,promoting the development of legal aid information system and improving it reasonably and effectively are also an effective way to speed up information construction,strengthen security system and enhance application effectiveness.The basic process of legal aid is mainly divided into these steps:the applicant submits a legal aid application,and the legal aid organization reviews the application submitted by the applicant.After the approval,the applicant selects the most suitable contractor to handle the legal aid case.After the completion of the case processing,the case will be filed.In this process,the most critical issue is the problem of assignment,that is,how to identify and select the most suitable undertaking agency for the applicants.The current general practice is based on the subjective experience of legal aid workers,which inevitably brings problems of irrational,inefficient and even resource waste.In order to solve this problem,the ant colony algorithm is introduced into the process of legal aid assignment to make the process of legal aid more precise and efficient.Ant colony algorithm is a meta-heuristic algorithm.And it is easy to combine with other methods.According to the specific requirements,the constraint conditions of the organization and the dynamic adjustment of the attribute of the parties to the pheromone are made.The optimal solution set can be effectively solved to guide the assignment of legal aid.In addition,ant colony algorithm has the characteristics of positive feedback,self-organization and robustness.It is currently used in many different fields.The following work will be completed in this article.At first,this paper introduces legal aid and its assignment problem,and puts forward the importance and necessity of information construction for legal aid.Then,Combining with ant colony algorithm,there is an algorithm model proposed that based on multi—objective legal aid.According to the specific situation,the settings of heuristic information function and pheromone update function in ant colony algorithm are modified to establish the specific steps of the individualized ant colony algorithm for solving specific problems.Through the case analysis of sample data in specific environment,we find out the optimal solution set of the contractor that is suitable for assignment.At last,the requirements analysis and the overall design of the legal aid information system are carried out.The construction of the municipal legal aid information system is established by using a reasonable software development tool.The most important parts of the system are the application end and the audit end.It is worth to know the significance of this paper.The academic significance is not only to achieve the specific construction of the system,but also to broaden the application of ant colony algorithm.The practical significance is not only to be a more convenient and more efficient working environment for the legal aid staff,but also to provide a comprehensive reinforcement of the reasonable use of judicial resources and the optimal allocation.
