In the rapid development of economic and social civilization, the power of administrative management has gradually expanded and penetrated into every corner of life.Administrative activities are becoming all-encompassing,and the wider scope they touch, the more problems they will create. As a result, the number of administrative cases has exploded in recent years. If the number of administrative cases increase, the number of criminal cases associated with them will also increase.Accordingly, how to solve the problem of administrative law enforcement evidence conversion should be considered and studied as early as possible. After the revision of Law of Criminal Procedure in 2012,the transformation of administrative law enforcement evidence seems to see and clear the direction of the system, which also has a strong legal backing and support forces. However,in the field of practice, there are almost no specific legislation and detailed implementation of the applicable rules,in addition, there are many administrative organs in China, the management activities are complex and diverse, and the management of most organizations is so special that there are many problems in the conversion and use, therefore, how to improve the efficient use of administrative law enforcement evidence is a dilemma that we must face and urgently handle. The author tried to compare the similarities and differences of the two kinds of evidences, analyzing the meaning of this transformation as comprehensively as possible and dissecting the problems existing in the transformation of evidence. Then, the author put forward some corresponding practical and feasible ways, hoping to make a modest contribution to upgrade and operate the system.
