A Study On Optimization Of Township Convenient Service Supply

As the lowest level of government,township convenience services and the staff are the most direct service foundation to the peasants.Although the service mode evolved from separate office to merge office,from non-interference to cooperation,generally,the development is hindered by various factors,such as the government authority,government institutions,administrative system,governance system and public services.The study on optimization of township convenience service supply is very important,because it can accelerate transforming the government functions,can improve service-oriented government construction,and can promote the harmonious society construction of these regions.The township convenience services would generally include two subsidiary elements—hardware and software.Hardware elements include an administration service hall,which directly provide public service,a hotline for better communication,and a system of e-government network.Software elements include a series of mechanisms,a team of staff,and a set of service processes.This report refers to the New Public Management(NPM)theory,the New Public Service theory,the theory of the government's capacity to serve the public and construction theory of administrative service center.This report takes Jiangxi Anfu as an example,to analyze actuality,effects,problems and reasons of the township convenience services.This report adopts analytic induction and correlation analysis,and form a conclusion that the township convenience service mode should follow some principles,like people oriented,convenient one-stop service,highly efficient,and standardized administrative manage system.This paper is divided into five parts:The first part is introduction.Firstly,it introduced the significance and background of the research.secondly,it introduced the overview of domestic and overseas research.Thirdly,it ntroduced the ideas and methods of the research.This part elaborated the positive sense of the convenient service supply.The second part is the theoretical basis for the township convenience service.Firstly,embarking from content and essence,it introduced the connotation and carrier of the township convenience service.Secondly,according to the Basic Public Service Equalization Theory and the Seamless Government Theory,this part explores thedevelopment direction of the township convenience services.Thirdly,by analyzing the current situation of the township convenient services,this part has put forward a series of principles,like multipurpose space,timely service,adequate content,standard quality behavior,efficient service programs.The third part is analysis of evolution and current situation of township convenience service mode.On the one hand,the comparative analysis method of data is used to study on the content and mode of the township convenient service.On the other hand,taking Jiangxi Anfu as an example,this part analyzed actuality,effects,problems and reasons of the township convenience services.There are three main problems,like rarely available resource,poor personnel management,and imperfect e-government system.The fourth part is experience and inspirations from domestic and international convenient services.Via case study and comparative study,this part elaborates on the lessons and inspirations we could draw in constructing a comprehensive township convenience services from the developed experiences of domestic and international convenient services.In conclusion,we must lay emphasis on establishing an effective legal safeguard,following the principle of putting people first,optimizing the e-government affair.The fifth part is suggestion of optimizing township convenience service supply,like promoting legal construction,improving e-government and the artificial service,strengthening the construction of function,and strengthening the supervision mechanism.The last part is conclusion that optimization of township convenient service supply can accelerate transforming the government functions.
