The early days of the founding of the People's Republic were an important period in the history of the United States.Washington's "clean government" ideology has a programmatic and guiding role in the establishment of the United States.Washington's “clean government” ideology was influenced by European political thinkers. It was proposed in a special social context and put into practice in the early days of the founding of the People's Republic of America. The idea and practice of this idea set a good example for the smooth running of the US government at that time and the future operation of the U.S.government.The author discusses from three parts.First of all,the author defines the concepts related to the “corrupt government” ideology in Washington — the “corruption” and “clean government” ideology in the Washington era,and discusses the basis for the generation of the idea from both theoretical sources and sources of practice. The reasons for the formation of this idea are explained in three aspects: external factors and social factors.Among them, the theoretical sources include not only European political thinkers' thoughts but also North American political thinkers' thoughts;practical sources explain Washington's “clean government” with three time periods—the colonial era,the age of the Confederate government and the early days of the United States—for explaining that the generation of ideas has a certain practical basis.Second, the author discusses the content of Washington's "clean government" ideology in terms of politics, law, economy, and personal morality. In terms of politics, the author elaborates the central concept of decentralization, power balance and checks and balances from the clean government in the framework of the “sanctioned separation of powers” system. In terms of law,the author takes the 1787 constitution as a blueprint and analyzes the clauses on building a clean government. In terms of economics, the author uses the actual behavior of Alexander Hamilton as a basis to illustrate the limitations of Washington's “clean government” ethic. In terms of morality, the author uses Washington's personal product behavior to illustrate that Washington's practice of its “clean government” ideology plays an important role. Finally, the author evaluates Washington's "clean government" thinking.First, the author illustrates the positive impact that this ideology has on the U.S.government and society in terms of politics, economy, and society.Second, the author illustrates the superiority and inadequacy of the idea from two perspectives: success and limitation,so as to further understand the ideological limitations of Washington's "clean government" ideology.
