Research On Improvement Of Internal Control In Public Security Bureau

Since 1978,with the deepening of China's reform and opening up,China's government has experienced a number of administrative management system reform,especially the report of the 19^th congress of the CPC once again stressed:“Change the government's functions,deepen the simplification of decentralization,innovate the mode of supervision,enhance the credibility and enforcement of the government,and build a service-type government with which the the people is satisfied”.The administrative unit is important subject of the management of social public affairs,and authority of public power,improving the internal management of administrative units and improving the level of internal control is an important part of promoting the reform of our administrative system.In November 2012,the Ministry of Finance issued the"internal control standard of administrative institutions",requiring all administrative institutions to be implemented effectively in January 1,2014.The public security organ is an important part of the people's government,is the national administrative law enforcement and criminal judicial power,manage the social security and criminal cases according to law,has played an important role in safeguarding national security and social stability.Facing the new era,the new situation,the new requirements and new expectations,improve the construction of internal control of public security organs is necessary,it will be advanced to the public security organs to perform the major political and social responsibility,police normalization construction,anti-corruption.This paper argues that the internal control system of the public security organs,in the restriction and influence of overall organizational environment,the objective of internal control is the logical starting point,through the screening of the unit level and operational level,take timely and effective control measures.In view of administrative management of public security organs and the special significance of the implementation of internal control complexity,this paper advice D Public Security Bureau at the unit level to improve the sound organizational structure,decision-making standard approval process,strengthen the basic accounting knowledge to optimize the design,focusing on the process and key link of the related economic activities for the business layer,the financial budget management balance of payments business,asset management,property management and law enforcement of public security organs to improve the internal control,and puts forward the suggestions of perfecting the supervision and evaluation,and thus the public security organs of internal control to optimize the design and exploration.
