The Research On The Functions Of Rural Basic Party Organizations In Targeted Poverty Alleviation

Targeted Poverty Alleviation is an important strategy for building a moderately prosperous society and realizing the Chinese Dream of the great rejuvenation of the Chinese nation.In the past five years,China's Targeted Poverty Alleviation work has made decisive progress.However,in the next three years,if all poor masses are to get rid of poverty altogether,the Party Central Committee will also face huge challenges and resolve more complex problems of poverty.Rural grassroots party organizations are the core leadership and battle bastion of the party in the countryside.Therefore,the more important it is to get rid of poverty and overcome difficulties,the more it needs to play the role of rual grassroots party organizations.The paper focuses on how the rural grassroots party organizations play their roles in Targeted Poverty Alleviation.The research mainly focuses on the following aspects:First of all,the paper theoretically analyzes the role that rural basic party organizations should play in Targeted Poverty Alleviation and the functions that each role needs to fulfil.The rural basic party organizations should be the "Frontier command" for overall planning,play a role,in refining the top-level design,implement poverty alleviation policies,coordinate poverty alleviation,guide poverty alleviation elements,focus on rural revitalization,and optimize poverty alleviation measures.At the same time,it is also the main force for poverty alleviation that must be tackled to overcome poverty.It must be able to overcome poverty,take the lead in poverty alleviation,support ideological poverty,stimulate endogenous motivation,give full play to the advantages of party members,and attract poverty-reducing resources.In the end,it serves as the "directly responsible individual" in overty alleviation work and must play a role in boycotting poverty alleviation and corruption to ensure the effectiveness of poverty alleviation,adhere to the frontline of poverty alleviation,and ensure the continued role of poverty alleviation.The analysis of the roles played by rural grassroots party organizations in Targeted Poverty Alleviation and the role they play has laid a certain theoretical foundation for the following research.Secondly,this paper conducts on-the-spot investigations into the poverty-stricken villages in Hunan Province and concentrates on the problems existing in rural grassroots party organizations in two aspects:In terms of work style,rural party members have formalism and subjectivism.As well as corruption and corruption,in terms of working methods,the working methods of the rural grassroots party organizations are characterized by a strong "rule of the man ",aging of anti-poverty measures,and high expectations.The existence of these problems has seriously hampered the full implementation of the role of rural grassroots party organizations and delayed the process of poverty alleviation.Finally,according to the investigation and discovery of practical problems,combined with the role of rural grassroots party organizations in Targeted Poverty Alleviation,this paper puts forward three suggestions on how to further exert the role of rural grassroots party organizations.The first is to strengthen the organizational construction of rural grassroots party organizations by combining party building work with poverty alleviation work,selecting well-educated leading groups,and conducting regular education activities for party members to strengthen the leadership capacity for poverty alleviation.The second is to institutionalize the poverty alleviation work of the party organizations and to give play to the exemplary role of the party members so as to change the work style of the party organizations and increase the sense of responsibility of the party members in helping the poor.The third is to explore scientific and effective methods of work so as to improve poverty alleviation ability.Rural grassroots party organizations can only play their role in the future poverty alleviation work by following the principle of adapting to local conditions,making full use of network information technology,flexibly using diverse social forces,and doing well in propaganda and interpretation.
