Building a learning-typed Marxist political party and nation was proposed by the 19th national congress of the communist party of China(CPC).It calls on public leaders dedicate to learning and overcoming panic.In new age,China emphasizes on the contingent of public leaders against situation changes.Having two provincial strategies,Jingmen government will concern on civil servant training for the talent guarantee and building moderately prosperous society during the 13th five-year plan period(2016-2020).As a significant part of Chinese civil servant system,the civil servant training is stipulated by governments.As a major investment behavior,evaluation about civil servant training to be improved effectively and standardized.Based on the achievement of the civil servant training,this thesis establishes an evaluation index system for investigation in Jingmen City,evaluates objectively and proposes optimally combing relevance theories.The contents of this thesis are as follows:First,introduction.This part makes notes on research background,research significance,research review,framework,research methods,innovations and deficiencies.Second,theoretical basis and definition.This part introduces relevance definitions and the-theoretical content,including the learning organization theory,adults learning.This part provides comprehensive and scientific references for evaluation index system.Third,brief introduction about Jingmen government and current situation in Jingmen's civil servant training,including objectives,types,contents,methods,organization and management,evaluation.Forth,establishment of evaluation index system.Model construction,evaluation index system establishment and index weight are concluded.Fifth,empirical study,such as scale designs,reliability and validity tests,comprehensive evaluation based on FCE and results analysis.Sixth,optimized strategies.This thesis proposes some optimized strategies in Jingmen's civil servant training.
