Empirical Study On The Prevention And Control Mechanism Of Juvenile' Crime Of Picking Quarrels And Provoking Troubles In Hubei Province

In this paper,by collected the relevant data on the crime of picking quarrels and provoking of the juvenile in various regions of Hubei province,and through the analysis of juvenile who carry out the crime of picking quarrels and provoking,then combined with some specific cases of the crime of picking quarrels and provoking,deeply analyze the cause of the juvenile' crime of picking quarrels and provoking.Otherwise this paper focus on the problem of these behaviors from treatment of juvenile of Hubei province,and analyze the flaw of the mechanism of preventing the juvenile' crime of picking quarrels and provoking in Hubei province,and puts forward some measures to improve it.The data analysis in this paper focuses on the use of statistical analysis method,and combined with the case and data to analyze the cause of the juvenile' the crime of picking quarrels and provoking.Then combined with the actual situation of Hubei province,the mechanism defect of Hubei province is sorted out.Finally,through the theory of criminology,starting from the defect of solving mechanism,focusing on the improvement of family,education,social policy and correction mechanism to discuss how to solve the problem in Hubei province,and put forward effective prevention methods.This paper is divided into five chapters,respectively discussing five aspects.The first chapter of the article is the introduction,which is the background and significance of the study.It is also a general direction of this study,as well as an overview of the definition and other related situations of the juvenile' the crime of picking quarrels and provoking.The second chapter mainly focuses on the investigation of the juvenile' crime of picking quarrels and provoking in Hubei province,Through the combination of data statistics and charts,to analyze such cases from 2015 to 2017 is conducted.At the same time,it also conducts a questionnaire survey and analysis on the situation of some juvenile offenders in Wuhan river bank,but now,it is not characterized as a crime.And to investigate the characteristic of these the juvenile trouble-maker for the degree,career,regional,motivation and the statistics of joint crime and reoffending.Otherwise,the characteristics of the regional crime of picking quarrels and provoking of the juveniles are also analyzed.The third chapter is based on the above statistics on the behavior of the juvenile and also the main factors of the juveniles' cognition,control and judgment in Hubei province.By analyzing the influence of environmental factors on the formation of individual factors,and analyzing the causes of the juveniles' crime of picking quarrels and provoking,there are four aspects:family factor,school factor,policy factor and economic factor during the process of analyzing the environment.In the fourth chapter,the author explains the defects of the mechanism in Hubei province which is designed for the juveniles' crime of picking quarrels and provoking through the combination of genetic analysis and statistical data.And the families,education,social policy,defects of correction mechanism are the four aspects which are the author emphasized,and these lay the foundation for solving the column for the next part of the mechanism defects,even make more better to prevent the behavior of juveniles stir-up-trouble.The last chapter,based on the above statistics,analyzing of causes and mechanism of defect in Hubei province,to put out some detail suggestions on the prevention of the juveniles crime of picking quarrels and provoking in Hubei province.Based on the criminological theory,and combined with Hubei province defects prevention mechanism,as well as family,education,social policy,rectify these four aspects,respectively,the defects existing on the four aspects of mechanism in Hubei province,puts forward effective specific measures to prevent juveniles stir-up-trouble behavior.The family mechanism mainly focuses on improving the family environment and improving parents quality.Education mechanism mainly focuses on balancing education level,improving teacher quality and improving teaching management level.Social policy mainly focuses on environmental prevention,and focuses on the supervision and management of the environment.Post-mortem prevention is mainly aimed at the juveniles that after the acts.From these four aspects to perfect the mechanism of the juveniles' the crime of picking quarrels and provoking.
