A Study On The Standardization Of The Local People's Congress's Special Inquiry System

Since the National People's Congress for the first time on the practice of the State Council on 2009 central accounts to conduct a special inquiry after the inquiry on the problems related to the NPC Standing Committee has launched the national food security,deepen the medical and health system reform work and report in.When the Standing Committee of the National People's Congress took the lead in carrying out the work of special inquiry,it has caused great sensation throughout the country.In some areas,the people's Congress timely complied with this trend,followed closely with the pace of the Standing Committee of the National People's Congress,and actively tried and explored thematic inquiry.So far,27 provincial people's congresses and their standing committees have carried out thematic inquiry practice in the whole country.The number of subjects has been up to hundreds,and the content is also related to different fields.Chongqing city in recent years the thematic inquiry work has also made great progress,from the city to the Township People's congresses and their standing committees are asking the bold exploration of the topic,especially the Chongqing part of the county people's Congress and its Standing Committee not only repeatedly carried out a special inquiry work,and on the basis of summarizing practical experiences have issued local regulations and normative documents on thematic inquiry.There is no doubt that thematic inquiries are playing a more and more important role in the exercise of the supervisory power of the NPC and its Standing Committee.Thematic inquiry not only enriches the way of exercising supervision power by the NPC,extends the way of supervision,but also has important significance to improve the supervisory function of the local people's Congress.The author hopes to carry out a comprehensive and in-depth study on this novel supervision mode,which can promote the standardized operation of the special inquiry system.The main contents of this paper are divided into four parts:The first part is the comparison and analysis of thematic inquiry,questioning and questioning from multiple perspectives,to clarify the definition and boundaries,theoretical basis and constituent elements of thematic inquiry,and generalize and summarize the characteristics of thematic inquiry,and clarify the theoretical definition of thematic inquiry.At the same time,the significance of thematic inquiry is analyzed,and the positive significanceof thematic inquiry in improving the supervision system of the NPC,promoting the executive level and promoting the development of democratic politics is summarized in three aspects.The second part: through the analysis of the practice situation of Chongqing Municipal People's Congress,district(county)people's Congress and Township People's Congress,summarizes the experiences of people's congresses at all levels in Chongqing,including in-depth research,precise topic selection and public participation.It is expected that the summary of these experiences can provide some inspiration for the standardization of the people's Congress in other regions.The third part: the analysis of the problems in the special inquiry of the Chongqing people's Congress and its Standing Committee.The main problems of thematic inquiry are summarized as follows: lack of normative documents,lack of normalization of thematic inquiry,poor supervision of thematic inquiry,and problems of the NPC itself.The fourth part: for the existing problems and shortcomings,we put forward the countermeasures to standardize the system of local people's Congress.This article mainly from the following four aspects: improving the guidance and standardization system of thematic inquiry,building a normalization of thematic inquiry mechanism,strengthening the supervision effectiveness of thematic inquiry,and strengthening the self construction of NPC.
