The Anomie And The Regulation Of Net-charity

Net-charity is a new emerging thing with the use and popularization of the Internet,it has attracted the participation of Internet users with its convenience,innovation and public participation.In the era of network information,it has become an important component and promoter of our country's philanthropy.More and more organizations and individuals carry out charitable activities through network channels and have achieved good results.Under the "Internet plus" background,the government also attach importance to the Net-charity,with the "Charitable law" and other relevant laws and regulations have been introduced,the Net-charity is gradually incorporated into the track of standardization and rule of law.However,with the vigorous development of network charity,various kinds of network charitable anomie or even illegal phenomenon emerge in an endless stream.The network charity is pushed into the vortex of controversy,which brings negative effects to the network philanthropy and even the entire charity industry.It is very important to play the leading role of the government and combined with multiple forces to control the anomie,then remould the credibility of the network.This paper based on the theory of volunteer failure and the theory of government governance,systematically analyzes and defines the connotation and characteristics of network charitable and charitable credibility,as well as the necessity of government governance,and build the network of the relationship between the parties involved in the network charity.It is found that its anomie is mainly shown in four aspects through sorting out the network charitable anomie or disputed events that have been exposed in recent years:First,it is difficult to discern the true and false of the information released by seeker,which leads to the frequent occurrence of fraudulent and fraudulent donations.Second is the lack of transparency in the use of money.Third is the network fund-raising platform exist some profit making activities.Fourth is the network charity has become the tool of illegal activities.The reason of network charity anomie is that the relevant laws and regulations are not yet complete,the system of network charitable supervision has not been established,the open and transparent mechanism of network philanthropy is insufficient,the third party network charitable platform has loopholes and the folk network charitable organization ability is insufficient.In order to improve the credibility of the network charity and promote the healthy development of the whole charity,the government should promote the rule of law of network charity management,strengthening information audit and information disclosure,aggrandizing the management of the network charitable information platform,establishing a multicenter network charitable supervision system,and improving the governance capacity of network charitable organizations.
