The reform of the administrative examination and approval system has been the bottleneck for improving administrative management system.Not only that,it is also the key step for government to transform its function.Premier Li Keqiang stated in the 2015 government work report that the efforts of streamlining administration and delegating more powers to lower-level government will continue.Streamlining administration and delegating power is not only an intrinsic demand for building a modernized government body while enhancing its ability to govern;but also an essential part to improve its transparency,building up its credibility,authority as well as its implementation capability.It is mainly reflected in the process of monitoring and evaluation management.But how to strengthen the management?It first requires the government to possess a macro perspective,in order to improve the methods of administration,and be able to make sound analysis,judgment,and forecast based on research of economic and social development.Furthermore,it asks the government tooptimize its administrative process,so as to adjust corresponding laws and regulations that will apply relative measures to improve the welfare of the public and eventually provide fundamental support to ensure the sustainability of both economic and social development.During the process of such reform,local governments at all levels need to take the initiate to make such a transition,to better serve the enterprises by streamlining various applications and examinations.On the other hand,it will also need to strengthen the management skills to improve the quality of service.Both ways will lead to a fair and sound competition environment,and regain the vitality of the market.This article reviews the practice of administrative examination and approval system throughout the country.Particularly,it takes the practice of Zhangzhou City as a case study,analyzing its achievement as well as areas for improvement.Key problems are found in applying relative laws and regulations,its implementation,as well as the capability of the executive body.The study,on the other hand,reflects more profound problems laid in the ideological deviation among staffs in different government departments;the balance of interests between the government and the public,and also the lack of management of third party agencies that involved.In order to deepen the reform,the article suggests to advance law-based government administration,to improve the regulation system.In addition,it proposes solutions including the establishment of one-stop service center,innovation of administration approval model,promotion of service transparency,and improvement of relative mechanism.
