On January 31,2018,the Chinese Internet Information Center(CNNIC)issued the forty-first statistical report on the development of China's Internet network.As of December 2017,the scale of Internet users in China was 772 million.With the development of economy,internet technology has been continuously improved.As a new media,network media has constantly influenced all aspects of people's lives.On the economic front,people are increasingly engaged in online shopping.On the political front,people are participating in politics and expressing their own interests through the internet more than ever.In the process of people's online participation,some online public opinions will attract the attention of policy makers,thus enter the policy agenda.This thesis is based on Kingdon's multiple-streams theory,there are problem stream,policy stream and political stream independently existing around the government.When these three streams are coupled at critical moments,policy agenda can be triggered.According to Kingdon's multiple-streams theory that problem stream includes focus events,crisis events and emergent events on the Internet.Analyze what problems can be taken to the attention of the decision-makers.Policy stream includes the experts,scholars and authority figures who are the main part of online participation.Their suggestions can be used as policy sources floating on the internet.Due to the expertise in their own field,these people's suggestions are more likely to attract the attention of policy makers and get adopted.Political stream includes netizens' emotional changes,decision makers' attitude towards online public opinion,which also play an important role in the opening of the policy window.Based upon the analysis of online public opinion and multiple-streams theory,this thesis takes the example of a school bus incident in Zhengning,Gansu province,analyses how internet hot events get into the policy makers' vision and trigger the policy agenda.At the same time,through the analysis of this school bus event,this thesis applies the multi-streams theory,and finally puts forward some advices in order to optimize our policy agenda.
