The system of public disclosure of property of public servants is hailed as the "Sunshine Bill" and the "ultimate anti-corruption tool." It has been widely accepted and implemented by most countries in the world to achieve the goal of anti-corruption.The civil servants' property disclosure system emphasizes the declaration and disclosure of public property of civil servants at certain ranks and special posts to achieve the goal of publicity to the public and the public,and to achieve the restriction of public power by guaranteeing the effective exercise of society and citizens' right to information and supervision.Restrictions and effective containment of corruption further safeguarded the government's credibility.China has been exploring the open system of civil servants' property for more than 20 years.In the course of exploring the construction of the system,there are many deficiencies such as insufficient compulsory binding force,inadequate legal construction,and inadequate supporting measures.Since the 18th National Congress of the People's Republic of China,the form of anti-corruption has reached a high pressure.The Party's Central Committee has persisted in its zero-tolerance attitude towards corruption,and society's call for establishing an effective public disclosure system for public servants has become increasingly demanding.Therefore,the establishment of a sound disclosure system for public servants has the function of advancing the administration of the country according to law and administration by law.It has positive and practical significance in preventing the corruption of civil servants and enhancing the comprehensive governance capacity of the country.By combining China's actual national conditions and drawing on foreign advanced experience,it is imperative to establish a system of civil servants' property disclosure in China that is standardized,perfect,and conforms to our country's actual conditions.Therefore,the research in this paper has a certain theoretical value and practical significanceThis paper firstly introduces the research background and significance of the open system of civil servants property in our country and the current situation of public disclosure of public servants property at home and abroad.Secondly,starting with the basic content of the open system of civil servants property,the concept of disclosure of public servants and property is defined.Then,the basic content and characteristics of the open system of public servants property are analyzed and researched,from the principle of power restriction power,the principle of rights restriction power,and citizens,knowledge.The right to supervision and citizen's supervision rights elaborated on the theoretical basis of the public disclosure system of public servants in China in four aspects.Next,by analyzing the status quo and problems of China's current civil servants property disclosure system,we summarize the deficiencies and related experience and propose the problems existing in the public disclosure system of the civil servants in China.These include the lack of legislation,unclear public subjects,and unclear types of property disclosure.Lack of corresponding regulatory agencies and supporting measures.Afterwards,through an analysis and interpretation of the openness system of civil servants' property in countries outside the region,the United States,Singapore,and South Korea as examples are used to analyze their legislative techniques and their experiences and legal systems in the legal process of public disclosure of property.Therefore,it puts forward effective opinions and suggestions on the construction and perfection of our country's civil servants property disclosure system.Finally,it proposes some countermeasures to improve the public disclosure system of the civil servants in China.In connection with the related issues in the process of building an open system for the public property of our country's civil servants,we started from the following aspects:expanding the scope of public entities,clariifying the types of property disclosure,setting up corresponding regulatory agencies,and improving the relevant legislation on the public disclosure system of public servants in China.The supporting system will thus ensure the effective implementation of the public disclosure system for public servants and promote the construction of a clean government in China.
