Research On The Status Of "Two Committees" Cadres In Rural Areas After The Eighteenth Party Congress

General Secretary Xi Jinping pointed out:”We must see that agriculture is still the underdeveloped part of 'four modernizations synchronization',and that countryside is still a short board for building a moderately prosperous society in all respects.If China wants to be prosperous,the agriculture must be prosperous;if China wants to be beautiful,rural areas must be beautiful;and if China wants to be rich,peasants must be rich." The Party and the country have always regarded "agriculture,countryside and farmers "as the top priority.The 19th National Congress of the Communist Party has proposed to implement the strategy of rural revitalization,so it is necessary to strengthen rural basic work and improve governance.The cadres of the rural "two committees" are the direct managers of the rural areas,and their levels of governance affect the economic and social development of the rural areas.They are an important force in implementing the party's and state's various lines,guidelines and policies on rural areas.At present,China's reforms has entered a period of severe difficulties and tough areas,and the situation of rural work has also undergone profound changes.:the economic model of development is diverse;the political literacy of villagers is constantly developing;and the spiritual and cultural needs of villagers are increasing.Under the new situation,new and higher requirements have been put forward on agenda of the cadres of the "two committees" in rural areas.How to strengthen the construction of rural "two committees" cadres and give full play to their roles is an important task that needs to be studied urgently when socialism with Chinese characteristics enters a new stage,rural work needs improvement and the strategy of rural revitalization needs be carried out.Through the investigation and research,it is of great significance to understand the real situation of the cadres of the rural "two committees" to analyze and to sum up the characteristics and shortcomings of the cadres,which is of great significance to the development and construction.The reason for choosing Xinjian District of Nanchang City as the research object is that the Xinjian District is the traditional agricultural area.It's agricultural economic achievements are remarkable,which is one of the epitome of the construction of the new socialist countryside.At the end of 2017,Xinjian District has held a new round of election for the rural "two committees".The cadres of the "two committees" in rural areas,who have been performing their duties for more than two years,show more information about their situation and problems.The satisfaction of the rural residents to their work is more objective,and the township leaders have a better understanding of their situation.This paper mainly adopts the methods of questionnaire survey,empirical analysis,literature research and other.This article is in Xinjian District based on the research of different 6 towns,12 villages,lasting nearly half a month,by three groups.Through interviewing the township leaders,rural "two committee" cadres and rural residents,and asking them to fill out questionnaires to grasp much real data and information.Through analysis and research,we find that the rural "two committees" cadres improved their ability with a large number of targeted training;through strengthening the rural Party development,rural "two committees" cadres work style has changed;through appraising the performance management,raising the subsidy quota and strengthening the old-age security,the rural "two committee" cadres' work enthusiasm has been improved.Through publicizing and educating of candidates and rural residents,the work of the "two committees" will be carried out more orderly.However,the staff composition structure of the team is irrational;working passion is affected by many factors;problems such as restrictions on working still exist.Therefore,we must optimize the team structure;combine local realities,explore effective,incentive and protective mechanisms,and increase the enthusiasm of rural"two committees" cadres;continue to deepen the practice of villagers' autonomy so that rural "two committees" cadres can do better in their work.
