Construction And Simulation Of Military Civil-Military Technology Integration System Based On System Dynamics

The report of 19 th National Congress of the Communist Party of China further defines the Civil-Military Integration as one of the seven national strategies and emphasizes the formation of the deep development pattern of civil military integration is the mission of the new era.At the first meeting of the 19 th Central Military and Civilian Integration Development Committee on March 2,2018,President Xi stressed that we should firmly implement the strategy of civil military integration,form the development pattern of civilmilitary and build an integrated national strategic system and capability.The synergistic innovation of the military and civilian integration industry is an important content of coordinating the two major systems of military and civilian resources,promoting the overall construction of infrastructure and sharing resources,and deepening the innovation driven strategy.On the other hand,technology integration is an important part of the integration of military and civilian.It is of great significance to improve the power and precision of our weapons and equipment,to promote regional economic growth,accelerate industrial integration,and optimize industrial structure,to promote the development of frontier military technology and to strengthen the national comprehensive national strength.In the first place,by combing through the literature,the paper defines the concept of military and civilian integration and the integration of military and civilian technology.In addition,the paper points out that the integration of military and civilian technology refers to the process of dynamic integration of the creation,transfer and value application of technical knowledge.It emphasizes the innovation of military and civilian technology and the introduction and internalization of technology,and then forms general technology in the field of military and civilian.In the next place,the paper definiens the boundary of the military and civilian technology fusion system with the system dynamics analysis method,thus constructs the system and establish the conceptual model of the military and civilian technology fusion system.What's more,the paper analyses the operational structure of the military and civilian technology fusion system,then divides them into three subsystems: military and civilian technology innovation,military and civilian technology transfer,and standardization of military and civilian technology.By the aid of the dynamic elasticity analysis method,the paper draws each subsystem causality diagram and analyzes the relationship between the internal variables of the subsystem.Based on this,the paper draws the whole causality diagram by reference to the growth upper limit base model.Then,in this paper,the variables in the military and civilian technology fusion system are divided into four types: state variable,rate variable,auxiliary variable and constant quantity.Based on the differentiation of causality diagram of military and civilian technology fusion system and variable type,the paper constructs the flow chart of subsystem and flow chart of military and civilian technology fusion system,then by analyzing the system feedback mechanism and writing system dynamics equation,SD equation of military and civilian technology fusion system will be established.At last,this paper takes the aerospace industry as an example to carry out simulation analysis and analyzes the results of the model,as well as the impact of various scenarios on the military and civil technology integration system in aerospace industry.According to the empirical results,the paper puts forward measures to guarantee the operation of the military and civilian technology fusion system in China from the following four aspects: System guarantee,organization guarantee,propaganda guarantee,supervision guarantee,thus poviding reference for government decision-making.
