Research On The Implementation Of Public Policy In Perspective Of Social Capital

Policy implementation is the central of realizing policy objectives and practicing public administration activities.Social capital is new concept and theory which was developed on the basis of the connotation expansion of capital concept in the late 1980 s.Sociologist Robert D.Putnam was the man who led the social capital into the political area after 20 years investigation and research of the Italy's performance between South and North,which arouse people's attention successfully.The theory of social capital is one of the important perspectives to study the implementation of public policy,and it provides a important point for the problems in the implementation of the policy and the optimization of policy implementation.This paper uses professor Putnam's definition of social capital and applies the theory of social capital to the study of the implementation of public policy in China.The trust,mutual beneficial norms and citizen participant network are the constituent elements of social capital theory,which are in conjunction with the effective implementation and enforcement of China's public policy.So the thesis deeply analyzes the problems of public policy execution by using the social capital theory and proposes the corresponding improving path.Though good public policy is sufficient in our country,the implementation of public policy is greatly reduced in reality and often deviating from the original policy objective.This paper explains the problems existing in policy implementation and analyzes the causes of these problems from the perspective of social capital theory.In particular,the lack of trust capital leads to the lack of trust of stakeholders in policy implementation,the lack of mutual beneficial standard capital leads to the alienation of the policy implementation system,citizens' participation in network underdevelopment leads to the self-enrichment of policy implementation,the complexity of policy capital in the transitional period leads to the uncertainty of the policy implementation environment and the shortage of effective implementation resources,which are seriously hindered the effective execution of public policy and the realization of policy goals.This article from the perspective of social capital,from the trust capital,reciprocal norms capital and the citizen participation network capital analyzes of existing problems in the implementation process of public policy.In order to maximize the positive effect of social capital,promote the effective implementation of public policy,and finally promote the sustainable development of our society,this paper puts forward some countermeasures to optimize the policy implementation,which include the reshape government people good relations of cooperation for enhancing trust capital,establish and perfect the system of mutual benefit and reciprocity of multiple specifications,expand citizen participation in the network,cultivate public spirit,foster modern social capital so on.
