Research On The Construction Of Grassroots State Tax Cadres In Ulanqab City

To promote the building of a moderately prosperous society,the deepening reform,the administering of country according to law,the administering of the party strictly in a coordinated way comprehensively under the new situation,under the guidance of the theory of "socialism with Chinese characteristics in the new era of Xi Jinping",the construction of a cadre team with capability of "enterprising spirit,seeking truth and pragmatism and pioneering and innovating" is an important condition for China's Communist Party continuously advance and develop and win.The important conditions for the success of the exhibition and success.The general requirements of the State Administration of Taxation on the construction of cadres are "strict management and good treatment".Under this general requirement,it is particularly important to build a grass-roots tax army who are both quality and behavior modernized,and also can adapt to the current situation and meet the requirements of the higher authorities.In this paper,through investigation and analysis,discussion and communication and some other ways,we searched and analyzed the restrictive factors for the current grass-roots state tax cadre team construction of Ulanqab city in new aspects like,it's hard to be united while lack of ideological understanding,the weakness of cadre foundation leads to structural contradiction,the education and training innovation isinsufficient,the performance evaluation system is inadequate,the incentive mechanism is imperfect and so on.And also we provide some thinking and suggestions on the rational use of the human resources of the tax system,innovation and promotion of education and training reform,the improvement of cadre performance evaluation system,the optimization of incentive mechanism,and the building of grass-roots tax culture.
