In our country,the grass-roots civil servant directly faces and contacts the public,is the government policy the implementer and the promoter,represents the public image of the government in the common people.Therefore,the administration of civil servants is particularly important.The establishment of a perfect incentive mechanism for grass-roots civil servants is an effective measure to improve the quality and level of public service of the government.In recent years,with the continuous improvement of the system,also introduced some measures of incentive mechanism in Dalian,but in view of the grass-roots civil servant group is relatively small,but there are still some problems of incentive mechanism,this kind of problems hinder the construction of civil service system constantly improve,under this background,this article in Dalian in the incentive mechanism of civil servants at the grass-roots level optimization has carried on the detailed investigation,analysis and discussion.Paper introduces the current status of the incentive mechanism of grassroots civil servants through questionnaire survey and interview,and analyzes the problems and reasons of the incentive mechanism based on the summary data that is processed by using the SPSS software.At present,there are problems such as mismatching of salary and consumption level,simple performance appraisal,narrow promotion opportunity,and the lack of psychological motivation with grassroots civil servants in Dalian;and the reasons for these problems are different,for instance,the salary distribution system is not flexible,the evaluation indicators are not quantified thoroughly,the constraints on the promotion space,the small proportion of psychological motivation,the local fiscal revenue is affected by the regional economic recession,and so on.On the basis of the analysis above,this paper gives the relevant measures and suggestions for optimizing the incentive mechanism of Dalian grassroots civil servants from six aspects: the reform of salary system,the reform of appraisal system,the reform of promotion system,the organic unity of incentives,the establishment and improvement of psychological incentive system,and the mutual feedback of economic development and incentive mechanism.It is hoped that this paper could be helpful to provide the reference for the reform of the incentive mechanism of grassroots civil servants in Dalian,even throughout the northeast China.
