The gap between rich and poor is a long-standing social problem in China.As of 2015,China's gini coefficient is 0.46,which is still in a relatively large gap.The imbalance of economic development inevitably leads to the increase of social contradictions and the growth of unstable factors.To achieve the "harmonious society",narrowing the gap between the rich and the poor,the development of backward areas is the most important.In 2013,the idea of "targeted poverty alleviation" was first proposed,and then the whole country began to get rid of poverty.The GDP per capita is lower than the average value of areas in China is defined as the poor areas,there are 56 counties of Shaanxi province is planning,which is located in the poverty-stricken counties have 27 in southern Shaanxi,half of the total number of poverty-stricken areas in Shaanxi.In Shaanxi province during the period of "much starker choices-and graver consequences-in" is put forward to ensure to achieve the overall goal of comprehensive poverty alleviation in 2020,to realize the general objective,cannot leave a line of grassroots cadres,township civil servants as the direct executor of national policy,our government system is the most basic and most important hub.Therefore,enhance the incentive effect of poor areas in southern Shaanxi rural civil service is the inevitable choice of our province to realize the comprehensive well-off target,also improve the whole quality and civil servants in our country the government administrative efficiency is the key factor.From the west to the east,the southern Shaanxi province refers to the three cities of Hanzhong,Ankang and Shangluo.The Shangluo country,which is studied in this paper,belongs to Shangluo city,and the whole territory of Shangluo city is listed among the state key poverty-stricken townships.This article attempts to from the stage and difference of the area of civil servants work,combined with the corresponding incentive theory,with the career planning of thinking,questionnaire survey into the area of distribution and collection work,through the follow-up interviews and summarize the author understands the region civil servants generally exist the following problems: lack of professional career planning guidance,promotion channels relatively narrow,appraisal system is imperfect,the daily pay and benefits is not flexible and training system is not perfect and so on.Through the survey of more than Shangluo county township government staff,the incentive problem of induction and thinking,summarizes the law of The Three Kingdoms in the above factors,the beneficial reference and introducing the concept of career planning and related theory,lateral veins in the township civil servants career stages and roles as the breakthrough point,longitudinal combing with traditional incentives as a starting point,trying to build township civil servants in poor areas a three-dimensional excitation optimization path.At the same time,we can mobilize the work enthusiasm and the sense of belonging of the township cadres,and contribute to the progress of the society and the happiness of the people.
