Non-governmental Organizations In Antarctic Governance

State Oceanic Administration of China has published China's Antarctic Activities on May,2017,and that is the first time Chinese government issued report about Chinese Antarctic affairs.According to the report,China will enlarge the investment on Antarctic area,and improve its capabilities through Antarctic governance.However,to be competent in Antarctic affairs,it is necessary for China to clarify the multiple stakeholders in Antarctic governance.Non-state actors,especially non-governmental organizations(NGOs)are vital players in the process of Antarctic governance,while studies about them remain limited.The research question of this paper is: Why non-governmental organizations represented by Antarctic and Southern Ocean Coalition(ASOC)can be active through Antarctic governance and play roles continuously? And the writer points out that NGOs' legitimacy in Antarctic governance,NGOs' power in Antarctic governance and NGOs' issues leader role are the key 3 elements for them to participate in Antarctic governance.To sum up,although NGOs like ASOC can't have the decision-making power in Antarctic affairs,they can initiatively frame issues in Antarctic governance,and lead the governance of this unique area to a more environmental friendly direction.Nowadays,China would like to pursue the discourse power about Antarctic affairs and the practice of NGOs in the process of Antarctic governance may give us an insight.
