Mechanism Integration And Strategic Choice:Research On China-ASEAN Service Trade Cooperation Mechanism

The rise and development of service economy and service trade have greatly changed the pattern of the world economy and trade.The objective of foreign trade policy in East Asian countries,including China,is to promote the liberalization of trade in services with the process of regional economic cooperation continues to accelerate.China-ASEAN Free Trade Zone was officially established in 2010,it has effectively achieved the long-term,stable and healthy development of bilateral economic and trade relations.However,with the constant deepening of the RCEP negotiations,we should think about how to deal with the relationship between RCEP and China-ASEAN Free Trade Area and how to achieve the integration of the two mechanisms.This paper mainly discusses the integration of service trade cooperation mechanism between China and ASEAN in the context of RCEP negotiations.Based on the international institution change theory,This paper analyzes the problem from the aspects of mechanism integration and national strategic selection and argues that with the development of RCEP negotiations deeply,RECP's pursuit of a high standard of service trade agreement may become a leading mechanism for the future.The paper argues that the leading mechanism will be produced in an integrated manner,it is an upgrade of the original “ASEAN + 1” free trade agreements and will enhance the overall level of trade in services in East Asia.The main conclusion of the paper is that with the continuous deepening of the RCEP negotiation,RCEP may lead the future direction of liberalization of ChinaASEAN trade in services.Once the RCEP negotiation gets successful,the original cooperation mechanism between China and ASEAN will be integrated with the new RCEP cooperation mechanism.At present,the service trade cooperation mechanism in the East Asia region has not yet formed,the service trade cooperation in the region is still based on bilateral free trade agreements as the main mechanism.Due to the difference in the level of the agreements,resulting in a certain negative impact,the current China-ASEAN Free Trade Area service trade cooperation mechanism has certain institutional barriers and barriers of trade in services,we must build a new multilateral free trade area through the negotiation of RCEP and eliminate the existing institutional barriers and barriers to service trade.In the current background,the integration of the China-ASEAN service trade cooperation mechanism should proceed from the actual level of development of both parties,and at the same time it must actively build a high-level and high-standard multilateral free trade area,which can balance the demands of all parties and concern the geopolitical factors.The construction of RCEP will enhance the leadership and the right to speak of both parties.
