Research On The Supervision Of Economic Responsibility Audit To Township Administrative Power In Urumqi

To strengthen the supervision of leading cadres exercising administrative power is the focus of the CPC central committee for a long time.Economic responsibility audit system is an important force in the power restriction and supervision mechanism of the party and the state.On the one hand,it has the professional supervision ability and means to review financial activities.On the other hand,it takes the leading cadres as the audit objects to examine the process of fulfilling their responsibilities,evaluating the economic management ability and supervising the power operation.From microcosmic,it can improve economic management and maintain economic order.From macroscopic,it helps to put power in the cage of the system and promote leadership to use power in accordance with laws and regulations.In recent years,the economic responsibility audit of township leading cadres has been gradually carried out in Urumqi,which has strengthened the supervision of decision-making and enforcement in the process of exercising administrative power at the basic level,checked the misconduct to prevent power out of control,promoted township government to make the decision scientifically and carry out the policy efficiently,raised the awareness of leaders to abide by the law.Along with the progress of audit practice,there are also some new problems and new situations that need to be solved urgently in the supervision of township administrative power by economic responsibility audit.On the background of strict administration of the party and the correct operation of the supervision power,on the basis of relevant literature research at home and abroad,this paper uses the theory of public trustee,the theory of new public management,and the theory of public choice to analyze the internal relations between the audit of economic responsibility and the supervision of administrative power.Based on the situation of Urumqi Township economic responsibility audit project,this paper compares and analyzes the current situation of economic responsibility audit to the supervision of township administrative power,and thoroughly analyzes the specific typical cases of X Town,and deeply dug the supervision problems and causes of the economic responsibility audit to the townshipadministrative power in Urumqi.Finally,in combination with the practical situation of Urumqi city,the paper puts forward four suggestions.Firstly,we will step up oversight efforts and promote economic responsibility audit coverage of township administrative power supervision.Secondly,it is necessary to improve the supervision ability of township administrative power by improving economic responsibility audit.Thirdly,we should strengthen cooperation and improve the effectiveness of the audit of economic responsibility for the supervision of township administrative power.Fourthly,to conform the trend of reform,the two levels of audit institutions in cities and counties should combine the power to supervise township administrative power.
