Textual Evaluation And Optimization Research Of Chongqing Science And Technology Achievements Transformation Policy

In the world,technological innovation has become a new economic growth point for countries and regions.Technical progress,knowledge growth and technological innovation contribute more to the development of economy.The economic competition between regions is increasingly manifested as the competition of science and technology.The transformation of scientific and technological achievements is the starting point and the end result of the development of technological innovation,and It is also an important link that integrates technology and economy closely.However,the transformation of scientific and technological achievements is not only technically difficult,but also has huge market risks and non-market competitive pressures.Without government intervention,it is difficult to achieve effective allocation of resources by relying on the market’s own regulatory role.Therefore,government has stepped up macro-control over the development of science and technology.Public policy is the true reflection of the government’s handling of public affairs and the imprint of its actions.It is also the most direct expression of the will and action of the government.As one of China’s municipalities.Since 1997,Chongqing owned the independent and complete legislative power.Its promulgation and implementation of scientific and technological promotion policies are an important driving force for the promotion of local technology and economic development.At the same time,we also study the transformation of scientific and technological achievements in Chongqing.The status quo and issues provide us an important perspective.In this research,we collected totally 83 policy texts of Chongqing Science and Technology Achievements Transformation Policy from 1997 to 2016.Divided them into different analysis dimensions.Firstly,we analyzes the external characteristics of the policies,such as the year of publication,the issuing agency and the policy type.Second,we analyze the internal content of the policy text from the perspective of policy tools.Through the above two aspects of analysis,we found that Chongqing’s policy has the following characteristics:(1)The policy-making departments get synergistic effects to improve;(2)Existing policy effectiveness and operability need to be improved;(3)A certain degree of imbalance between the choice of policy tools and the structure of the portfolio.(4)Demand-based policy tools are deficiency in use.Finally,based on the experience that Chongqing’s scientific and technological innovation stage to make policy suggestions as follows:(1)Improve the cooperation and cooperation mechanism of policy participation departments.(2)Strengthen the authority and operability of the policy.(3)Reasonable planning policy tool selection and combination is important.(4)Specific optimization for the use of three types of policy tools.(5)Strengthen the study and digestion of national and local science and technology transformation policies.
