China's land system and household registration system are divided and governed in accordance with the urban-rural dual system,these two systems,rooted in all aspects of urban and rural life in China,with the population and urban development,gave birth to the phenomenon of the limited property house and continued to expand.In the process of urbanization,while urban and rural population flow frequently and densely,the process of rural villagers migrating into the urban leaves a certain amount of space for the development of those limited property house,by which attracts those urban residents and low-income people groups who could not bear the high-priced commodity houses.This leads to the connection of buyer and seller in the real estate market gradually.In the time of rapid market development and the city housing prices soaring,different interest groups actively or passively devote their financial resources to bet on small and medium-sized property market,to arbitrage,pursue and share the interests and profits.Based on the reality of high housing prices,the balance of the interests of the game and the considerations of the difficulties of government to solve such houses with the limited property,the development and deals of limited property house is never stopped without banned.To solve the problem of limited property houses involves a wide range of deep-seated social contradictions,the need to face the government land supply administrative system,monopoly land sales system,local government real estate finance,long-term rural collective construction land transfer norms missing,low cost housing ownership,contradictions of low-income and high house pricing,the task is arduous and urgent.When we are stepping into a period of facing or crossing the middle-income trap during the rapid economic development,solution on issues of houses with limited property rights should be directed from the point of the overall national economy development.To be specific,it should be considered comprehensively,neither too rush nor too irresponsible to let it out of control.From the perspective of legal regulations,land development rights should be strengthened.Starting from suppression of demands for houses with limited property rights,activation incentives of farmers to use collective land,materialization of the rights of farmers for collective land rights as well as reduction of interest expectation for houses with limited property rights,rights of people who meet certain conditions for such houses should be separated from rights for using the collective land.Moreover,rights of such houses in ownership and permission should be limited in period so as to clarify inhibition of need for such houses.Relevant regulations should be revised and a sophisticated scheme of solving issues on the current houses with limited property rights through classification treatment should be prepared based on the thought of maintaining guidance and solution simultaneously so that a comprehensive solution on issues of houses with limited property rights will be achieved.
