Study On The Omission Of Law Enforcement Of Yangjiang Public Security Agency

As the comprehensive administrative department of China's social security administration,public security organization should strictly comply with laws and regulations and implement the corresponding administrative comprehensive management legal responsibilities.In order to further protect the order of public security and comprehensive management,the interests of the country as a whole,the safety of comprehensive management of public security and the safety of citizens' lives and capital,people's police should comply on the laws and regulations and use the legal right and working method which are conferred by national government sector to undertake the police work.Therefore,the use of enforcement power of people's police has been given more prominences.Recently,there is a large amount of problem of people's police administrative law enforcement inaction during the process of law enforcement for comprehensive management,which have been exposed by social media and led to the tremendous negative and adverse effects in society.Meanwhile,it has caused the reform of police work and the development and improvement strategy is being in a situation that makes the service decision-making and arrangement deployment ineffective,which directly affects the overall management of the police work as well as the security of national security management and security work of social harmony.Participatory survey,questionnaire survey,and literature analysis have been adopted in this paper.The author performed an in-depth research and analysis on the work attitude of 'inaction' and the classic case of doing nothing of a police officer during the law enforcement process of A city public security department and found out that there are five major reasons which lead to enforcement inaction,including loopholes in laws and regulations,ambiguity in the boundaries of work duties,inconsistent quality of public security police,inadequate protection of law enforcement policing and lack of enforcement supervision mechanisms.Although these institutional problems may be a phenomenon that prevails in the entire country,policymakers should also thoroughly study the geographical characteristics and specific conditions of A City in order to formulate effective solutions.According to the analysis of the causes of the above problems,the author proposes five corresponding strategies including improving public security administrative regulations,improving streamline the scope of public security duties,improving the overall quality of public security police in City A,strengthening the security protection of the city's public security organization and improving the law enforcement supervision and control mechanism.
