Public servants are the executor of the Communist Party and national policy.Public servants in townships are also a special group of practitioners who confront the broad masses of the people.Their demeanor and work efficiency represents the image of the government.After the 19~thh CPC National Congress,against the backdrop of the rural vitalization strategy and transforming the functions of government,the inefficiency of township public servants has become increasingly prominent.On the surface,this is caused by the low efficiency and low enthusiasm of township public servants;however,the deeper reason is caused by the imperfect incentive mechanism of them.With the aim of perfecting the incentive mechanism of the township public servants,this paper gives full play to the potential of the township public servants,stimulates their enthusiasm and creativity,enhances the administrative efficiency of the township government and accelerates the pace of rural revitalization.Based on the two-factor theory,this paper investigates the incentive problem of the Qing Long county Township public servants,through the study of a large number of related literatures,around the two factors of health and motivation in the two-factor theory,and then carries on the quantitative analysis to the questionnaire data.In the light of the interview,the author analyzes the problems and causes in the incentive mechanism of the rural public servants,so as to enrich the theory of motivation of the civil servants and provide guidance for the incentive practice of the township public servants.This paper is divided into five parts.The first chapter is the introduction part of the thesis.The second chapter is an overview of the concept of civil service incentive and two-factor theory,elaborated the two-factor theory's birth process and application in this article.The third chapter is based on the data obtained from the questionnaire,analyzes the present situation of the Qing Long County Township public servants'encouragement and finds out the problems existing in the encouragement of township public servants in Qing Long County.The fourth chapter analyzes the reasons for the problems of public servants in Qing Long County that put forward in chapter 3.The fifth chapter puts forward some countermeasures and suggestions on how to solve the incentive problem of Qing Long County township public servants and how to perfect their incentive mechanism.
