In recent years,with the constant changes in the social environment,emergencies have occurred frequently,which has brought huge economic and property losses to the society.In the decision-making process of such events,more and more problems need to be considered.Multi-attribute,multi-parameter and multi-objective problems will soon become new research hotspots.Emergency decisions in such problems belong to a very typical multi-dimensional organization and collaborative decision-making.At the same time as both at home and abroad pay more attention to the traditional fuzzy set decision to solve the emergency decision problems,while ignoring the application of intuitionistic fuzzy sets,because of the difference of individual cognition,information asymmetry and fuzziness of decision-making problem,we use intuitionistic fuzzy set entropy theory to study emergency decision making.Firstly,we summarize the relevant theories of intuitionistic fuzzy entropy method at home and abroad,besides,we also introduce the related theory of emergency decision in emergency situation.Secondly,we analyze the shortcomings of the traditional intuitionistic fuzzy entropy,and define a new intuitionistic fuzzy entropy formula.At the same time,based on the transformation relation between intuitionistic fuzzy entropy and intuitionistic fuzzy similarity,the intuitionistic fuzzy entropy is transformed into a new intuitionistic fuzzy similarity measure formula,and the corresponding analysis and proof is made.Thirdly,in order to reflect the comprehensiveness of the method,we use the new intuitionistic fuzzy entropy formula to construct a corresponding method of intuitionistic fuzzy entropy weighting for the case where the weight of the scheme attribute is completely unknown and partially known.Combined with the intuitionistic fuzzy arithmetic weighted mean operator,we get the comprehensive evaluation value of the decision scheme.On the other hand,we use the intuitionistic fuzzy similarity measure to measure the value of the index and the psychological expectation of the decision-maker,and get the corresponding value function and weight function.The cumulative prospecttheory is applied to comprehensively analyze the psychological profit and loss values of decision makers,and the weight of decision plan attribute set is determined based on entropy weight method,so as to get the comprehensive cumulative prospect value of the plan and realize the optimization of the plan.Finally,based on the empirical analysis of the 8.8 Jiuzhaigou earthquake,we studied the emergency decision-making problem in Jiuzhaigou earthquake,and verified the feasibility and effectiveness of the method.
