Village Governance And Social Capital Of Rural Relationship Community

Rural governance is an important part of China governance system.Since the disintegration of the people’s communes system,the problem of rural governance has become increasingly important with the continuation of time.In 1982,The central government has promoted the villager autonomy system in order to strengthen the management of rural public affairs.In practice,the village self-governance system has achieved certain results,but there are still some problems.On the one hand,there is a certain contradiction between the autonomy of village committees and the management of grass-roots governments;On the other hand,the management of rural public utilities still needs improvement,and the rural order needs to be strengthened.It has proved that the village self-government system does not perfectly solve the problem of rural governance in China.Since the American scholar Robert,D,Putnam explained Italy’s institutional performance by the theory of "social capital",the concept of "social capital" has gradually become a theoretical hotspot and a frontier issue in the political science field."Social capital" focuses on the status and role of social trust,relational networks,and reciprocal norms in social governance.It has special theoretical and practical values for the governance of rural China in the transition period.Based on the relevant theories of social capital and the funeral ritual in Y village,the article summarizes firstly the manifestations of the social capital of the rural relationship community,they include the network order,special trust,reciprocity,ethics and discipline,worship and taboos.It analysis the positive and negative effects of the social capital of the rural relationship community on the governance of the village.Finally It put forward ways to use social capital to improve the performance of rural governance,such as absorbing the rural grassroots authority,playing the role of party organization and example,enriching rural publicity and education methods,and nurturing modern social capital.
