A Research On The Strategies Optimizing Of Implementing The Policy On The City "Delegate Powers To Strong Block" Reformation

Since the 18 th national congress of the communist party of China(CPC),"streamlining administration and delegating power" has been highly regarded by the central government and the state council as the first major event of the new government."Streamline administration and delegate power" includes the horizontal decentralization to the market and the society,as well as the vertical decentralization of the right to decentralize the government and the government at the next level.Some of the economic and social issues facing the grass-roots level are wide and wide,and are managed by the grass-roots government,which is more efficient and better serve the masses.In China,Big cities like Beijing,Guangzhou and Shenzhen,due to the rapid economic growth,the original city centralized concentration was no longer fit the government management way,be badly in need of reform,to guarantee the sustainable development of urban economy and society.As the largest special economic zone,Shenzhen has taken the lead in implementing the reform of the city's functions and powers,which will facilitate the decentralization of grassroots management to municipal districts and launch the reform of "strong regional decentralization".To decentralize the municipal authority to the active municipal government,but in the face of a number of administrative decentralization,what is the current status of the municipal district in implementing the reform policy of "delegating powers to strong municipal district" ? What obstacles will be encountered during the implementation of the policy? How? This is a question worthy of research in the implementation of reform policy,and also the content of this research.This paper takes Shenzhen Guangming new district as an example to implement the reform policy of "delegating powers to strong municipal district ",and carries out research on the implementation of reform policy.This article through the literature research,to the government at a higher level to the government at a lower level of combing related theory and scholars viewpoint of devolved powers,on the basis of vertical Intergovernmental Relations theory and policy implementation of organization theory,established Guangming new district "delegating powers to strong municipal district " reform policy implementation theory analysis dimensions,dimensions include three aspects: duties and powers dividing,policy supporting and resource allocation.Through interview on the investigation of the new city of various functional departments,collecting the process and the constraint factors of the new area to carry out the "delegating powers to strong municipal district " reform policy,and analyzing the constraint factors on the basis of the above three dimensions.The study found that the major factors of Guangming new district "delegating powers to strong municipal district " reform policy in implementation process are: on the authority the power delegating is undefined,rights and liabilities overlapping and power delegating is unsystematic;The policies and regulations of the policy are not complete,the risk prevention and control mechanism of clean government is not perfect,and the district street management system is not good;Resource allocation of personnel,professional strength,insufficient property.Finally,this paper discusses the three constraints on the power,policy and resource allocation of the reform policy of "delegating powers to strong municipal district" in Guangming new district.
