The competency management of civil servants has become the focus of widespread concern in civil service management,because the performance level of civil servants is basically supported by their own competency.Whether it is the process of the completion of the task or the process of interpersonal communication,the level of individual competence can be displayed at all times.When people talk about a person’s knowledge,skills,will quality,psychological quality,in essence,it is the evaluation of their competence.It can be seen that competence is the fundamental factor of individual performance,and it is also a powerful guarantee for the performance of various government departments.Therefore,if we pay enough attention to the competency of the members in the civil service management process,we can greatly improve the performance of the government and the administrative departments,thus promoting the national development and social progress.Compared with the traditional civil service training,training is the main advantage of competency based,to meet the actual needs in the work of civil servants as the goal,to improve the civil servants competency oriented,according to the civil service competency model,can be more for the selection of training content,training methods.Therefore,training based on post competency is based on the actual needs of trainees,which can meet the personalized needs of civil servants’ ability improvement,and has more advantages in the final training effect.This article come from the perspective of competency,comprehensive use of literature research method,questionnaire survey method,based on expounding the relevant concepts and theories,through carries on the statistics of the survey results,analyzes the existing problems of Baoding city civil service training,and the training of civil servants to explore the causes of the problems.Based on the questionnaire and existing research results,the competency model is analyzed.Based on this,the competency model of Baoding civil servants is established,and the training plan formulation and training effect evaluation are designed.Based on competency model,the training system of civil servants breaks through the framework of the existing civil service training system,and provides a new idea and a reference system for other areas of our country’s civil service training.
