PPP mode is not only a way to provide public goods and services,but also an innovation of management mode and social governance mechanism.At present,various problems exist in the implementation of PPP projects in China,so PPP projects cannot meet the needs of public interests.This thesis through principle of public policy theory,and the theory of government failure,take luzhou city for example,the local government departments in the PPP project implementation of public policy on normative research,determine the value of the PPP mode of public policy guidelines,set up evaluation model,by fuzzy comprehensive analysis method,taking a evaluation for luzhou government departments in the PPP project implementation of public policy,and put forward the solution of local government public policy failure in the implementation of the PPP project.Hope the qualitative and quantitative analysis,to help the local government in promoting the PPP mode can better avoid decision-making risk,make the PPP mode better and faster application,constantly improving the quality of public service,in order to promote local economic development play a enlightenment role.
