The concept of network and the definition of network security are the basic preconditions for countries to implement network security legislation.The different positions of network sovereignty and security reflect the different governance models and interests appealed by various countries for network security.China and Russia adhere to the principle of network sovereignty,advocating co-governance of cyberspace governance and safeguarding equality and mutual benefit of all countries in the world;the United States and Europe adhere to the principles of network freedom and information protection,but in reality they are examples of the implementation of cyber hegemony by the Internet powers.Examine China,the United States,Russia,and the EU’s four countries and regions for their cyber security legislation.China’s multi-level legislation,US decentralized legislation,EU’s dual-track legislation,and Russia’s framework-based legislative system can be seen by comparing the cyber security legislation of various countries around the world.,Formulating cyberspace strategy,giving play to the guiding role of programmatic documents,and strengthening the top-level design of cyberspace security legislation,is an important experience of the world’s Internet powers in cyber security legislation.China’s “Network Security Law” is in the international community.There is a lot of representative.Network security governance must balance the two core values of the maintenance of network order and the protection of citizens’ rights.The implementation of specific cyber security legislation by various countries is the establishment of different systems for network security supervision and personal information protection.Through these two core systems,we can get a glimpse of the current state of network security practice under the guidance of cybersecurity legislation in China,the United States,Russia,and Europe.Finally,through the comparison of the concept of China’s cyber security legislation in China,the United States,and Europe and the concrete system,it is urgent to find that the process of advancing the governance of international cyber governance and the refinement of China’s cyber security legislation system are urgent.The governance of international networks within the framework of the United Nations,the acceleration of ICANN institutional reforms,and the development of cyber war legal statutes are the necessary means for the international network to oppose cyber hegemony and strengthenthe rule of law.By drawing lessons from the mature experience of the United States,the European Union,and Russia in the legislative system,personal information protection,and network security supervision,we propose specific and feasible recommendations for the elaboration of the legislative system of China’s cyber security legislation from the three levels of laws,administrative regulations,and department regulations..At the specific legal level,the "Personal Information Protection Law" and "Network Security Review Law" have been formulated;administrative regulations and departmental regulations have been adopted to improve the supporting measures.
