A Study On Anti-Poverty Practice Of The Third Generation Of CCP Collective Leadership

Poverty is a common challenge faced by human society for thousands of years,which is accompanied by the emergence of human society and harasses the development of human society.Anti-poverty is the eternal theme of human society,and it is the important goal of the CCP.During the historical period of 13 years when Jiang Zemin served the as general secretary of the CCP central committee,during which China established the socialist market economy.In 1992,the third generation of collective leadership of the CCP,Jiang Zemin as the core of which,inherited and developed Deng Xiaoping's theory of establishing the socialist market economy,clearly put forward the reform goal of establishing the socialist market economy system in our country.The socialist market economy has brought new opportunities and conditions to poor areas and poor people,but at the same time has created many new problems of poverty.This article selects the third generation of collective leadership of the CCP's anti-poverty practice as the research object,puts it in the process of the whole history of the CCP's anti-poverty work,try to collate the anti-poverty theoretical knowledge and its practical work of the third generation of collective leadership of the CCP,to sum up the historical practice achievement of the third generation of collective leadership of the CCP,to analyze historical characteristics and experience of the third generation of collective leadership of the CCP's anti-poverty practice.The paper is consisted by five parts.The introduction part mainly summarizes the question of this paper and its research value,determines the relevant core concepts,analyzes the current research status,and illustrates the research ideas and methods,as well as the proposed innovation.The first chapter is about the social and historical condition of anti-poverty practice of the third generation of the CCP leading collective.Through the literature review,this chapter analyzes the theoretical origin,historical experience and realistic demand of anti-poverty practice of the third generation leading collective of the CCP.The CCP has always been guided by the Marxism theory of anti-poverty,and combined with the reality of Chinese revolution and construction,and formed the anti-poverty theory of the CCP.And the Chinese traditional culture also contributes the anti-poverty theory of the CCP.Under the guidance of theory the CCP has been exploring the anti-poverty practice,and has gradually formed an anti-poverty road with Chinese characteristics.Based on predecessors' theory and experience,facing the challenges of complication of poverty caused by socialist market economy,severe rural and urban poverty problem,with Jiang Zemin as the core of the third generation of collective leadership,the CCP carried out the anti-poverty practice met the needs of the times.The second chapter is about the theoretical understanding and practice exploration of the third generation of the CCP.With Jiang Zemin as the core of the third generation of collective leadership of the CCP pay high attention to anti-poverty work,think it as the important embodiment of socialist system superiority,as the actual embodiment of the party's purpose of serving the people,as concerns of development of human rights and all-round development of human beings,and take it as a major political issue.Under the guidance of such a theoretical understanding,the third generation of CCP leaders carried out large-scale,systematic and practical explorations on rural,urban and regional anti-poverty practices.The third chapter is about the historical achievement of the anti-poverty practice of the third generation of the CCP leading collective.This chapter argues that the anti-poverty practice of the third generation of the CCP leads to the reduction of absolute poverty and the incidence of poverty,increasing of the income of the poor,better basic living development condition in poverty-stricken area.All such efforts has promoted the world's anti-poverty and offered Chinese wisdom for the world's anti-poverty project.The fourth chapter is the historical characteristics and experience of the third generation of the CCP leading collective's anti-poverty practice,which includes reducing poverty by development,reducing poverty by reform and innovation,reducing poverty by education and technology,reducing poverty by coordinating.The enlightenments include insisting on the correct leadership of the party and government,making economic development for our central task,mobilizing the active participation of the whole society,relying on the masses of people,strengthening the construction of cadres,being prepared for a long-term work.All these provide reference for our party to carry out targeted poverty alleviation work in the new historical conditions.
