In this article,through the field survey and literature review,questionnaire survey and in-depth interviews,further understanding of ecological immigrant project and the project of returning farmland to forest and grass on the influence of the Tibetan people,refining to the legal level,to solve the problem of the sample data analysis: a loophole in the legislation,legal adjustment range is small,the lack of ecological compensation mechanism,legal consciousness,let public aid force low trust contradiction.The author is trying to through legislative,judicial and administrative level,feasible suggestions to the above questions,mainly including: strengthen the ecological view of Marxism education,the promotion of the rule of law;From single special legislative model to the unified comprehensive legislation pattern of change;Tibetan habits customs into laws,make up for the legal limits;Broaden the employment channels,improve the ecological compensation mechanism of four dimensions,hope to be able to provide a reference for source area ecological immigration laws apply to.
