In recent years,the problem of high urban business costs emerges from the complex social phenomena,with features of a wide range of social overdraft and a trend of rapid growth and spread,and becomes a social urgent problem that cannot be avoid,facing the aim of meeting people's growing need for a better life in urban governance.In many cities of our country,prices of housing,raw materials and many social goods are on the rise,pushing up the overall cost of society.Urban business costs show an upward tendency making social life and production on high operation and the risk of innovation and entrepreneurship going up and the living environment of enterprises and residents getting worse,at the cost of public finance reserve and social welfare and the vitality of the cramped city dejected,furthermore,restricting the sustainable and healthy development of the city.The first tier cities such as Beijing,Shanghai,Guangzhou and Shenzhen are the plateaus of business costs both at home and abroad and the problems are more serious,so it is urgent to control the cost in a timely and effective way.At the sixteenth meeting of the central financial work leading group in 2017,general secretary Xi Jinping pointed out that we should improve the investment environment and market,accelerate the pace of opening up the market,reduce operating costs,create a stable fair transparent and predictable business environment,and Beijing,Shanghai,Guangzhou and Shenzhen should take the lead in strengthening the reform of business environmental.So this paper bases on the new era of strategic positioning of the city and carries out a comprehensive and deep exploration of the cost predicament in first-tier cities,facing the problem directly and clearing government's regulation responsibility of business cost.There are seven chapters divided into five parts.The first part is a panoramic overview of city's high business cost phenomenon.The first chapter is the introduction of the background and significance of the topic,combing and analyzing the existing literature,research methods and framework arrangements,and realistically illustrating possible innovations and difficulties encountered.The second chapter is about related concepts and theoretical basis,focusing on the definition and determination of elements of urban business cost.There are three key points:it is necessary to stress the regional feature of business cost;business cost is not only a simple concept of business which only involves the discussion of enterprise,industry and market.It is essentially related to the long-term development of the city;Business costs refer to the external costs,and the internal costs of production costs are not included in the investigation category.The second part is a basic judgment of business cost in first-tier cities.The phenomenon of high cost of urban business is not the result of economic development alone.The behavior of market and government,urban spatial layout defects,etc.,all directly or indirectly raised the business cost.Therefore,in the third chapter,when analyzing the influencing factors of business cost,the business cost problem will be embedded in the whole social development background and analyzed in many ways.Reflecting the cost of business costs as much as possible is helpful to build a more perfect index system,meanwhile combining the empirical analysis and theoretical analysis,resorting to a considerable number of rational and perceptual materials,objectively present the level of business costs in China's first tier cities from the tax,housing prices and other indicators.The conclusion is that the first-tier cities,with business costs remaining stubbornly high,have get into the high cost dilemma ahead of other domestic countries and even catch up with other global cities such as New York,Tokyo and Paris,meanwhile the profits of enterprises,the average income are still at low level,which means that there is a larger gap between the social development level and the level of business cost.The third part combs the malpractices of high business costs in first-tier cities.The fourth chapter discusses the influences high business costs have on the development of the cities,mainly from the perspectives of economic growth,social innovation and urban philosophy,etc.It microcosmically influences the normal production and life of urban enterprises and residents,especially innovative talents and start-ups;influences the allocation efficiency and agglomeration effect of urban capital and the distribution of economic industrial structure;macroscopically influences the construction of the ecological system of urban innovation,the improvement of urban function and the embodiment of city value.Then point out the necessity and feasibility of government to take measures to control the business costs.The fourth part is the reconsideration of erroneous zone in government's management work.Firstly answer the question that why the government regulates business costs.It is considered that the government has an inescapable responsibility in reducing business costs which are the urgent need to protect the interests of people,the requirement to reduce institutional intervention,and also the inevitable logic of offsetting market failure.Combining with the actual situation,this part combs the problems existing in the regulation and control work,such as superficial understanding of the institutional cost,apparent treatment approaches,limited perspective and utilitarian motivation and so on,directly having bad effect on the regulatory effect.The fifth chapter will analyze the above content in detail,in order to clarify the choice of government governance,grasp the cost control efforts.The fifth part is the definition of government's responsibility and limit to regulate the cost of business cost.The sixth chapter puts forward that the government should undertake the following responsibilities in regulating business costs,like giving strong policies,strengthening market supervision,balancing urban and rural development,sticking to urban governance,justice ethics in urban development,and improving system design responsibility.At the same time,a clear and comprehensive system of government regulation of costs is build.The main conclusions of this paper and the problems that need to be further studied will be explained in the seventh chapter.
