Civil servants at the grassroots level is the fundamental work force for China's government aiming at implementing administrative management tasks,and organs to handle public affairs and provide public services at the bottom.Improving those organizational commitment is essential to ensure they can make efforts to serve people and governments.As a Ren-Qing society,Guanxi is common in each organization.In governments,subordinates pay attention on having a good relationship with their supervisors and most previous papers said SSG is positively associated with organizational commitment.However there is a black box which did not illustrate clearly how SSG have an impact on organizational commitment.To solve this problem,this paper use social exchange theory and role theory to reach their respective conclusions which are opposite to each other.In order to address the inconsistent findings,this research examines the possibility of a curvilinear relation between SSG and organizational commitment and he moderating effects of work ethic and procedural justice.This paper,based on the situation of grass-roots civil servants,takes the questionnaire survey method and distributes those questionnaires to civil servants in the primary units in the administrative office of streets,or public personnel engaged in similar work.In order to make the research more universal and representative,we control the number of questionnaires when distributing them in each department,generally no more than 30 and ensure those questionnaires are scattered in different job positions.The main method is the distribution of the paper-based questionnaire on the field.The number of questionnaires distributed is 360,and 332 questionnaires were collected,thus the recovery rate was 92%.There were 310 effective questionnaires,and the effective recovery rate was 93%.Results also show that the three-way interaction involving SSG,organizational commitment,work ethic,and procedural justice is significant,such that work ethic and procedural justice can moderate the inverted U-shaped relation between SSG and organizational commitment.Specificly,when work ethic and procedual justice become higher,the U shape will become softer.On the basis of the research results,this paper puts forward relevant strategies at the individual level and institutional level respectively to enhance the organizational commitment of grassroots civil servants.
