To build a service-oriented government, the public sector is required to do a better job in public management and public services.Civil servants,as the staff of the public sector, are crucial in presenting excellent performance.Based on the theory of public service motivation, this paper selects the civil servants in MPA trainees as the survey objects, establishes the work performance promotion model of the public service motivation, and puts forward policy recommendations for improving the work performance of civil servants through empirical analysis with the help of SPSS software. This study mainly adopts the direct investigation method.370 questionnaires were given out to civil servants among the MPA students in Wenzhou.341 are effective. In the research on the relationship between public service motivation and work performance, public service motivation is taken as independent variable and work performance as dependent variable. The empirical study found that the public service motivation of the civil servants among the MPA students in Wenzhou can be summarized as the desire to participate in the public policy making, the commitment to the public interest, the sympathy to the public, and the spirit of self-sacrifice.Work performance can be summarized as task performance and situation performance. The public service motivation of civil servants has a positive effect on their work performance. Finally, this paper suggest that the training and practice of public service motivation of civil servants should be strengthened, regular cadre assessment should be carried out so as to achieve "man-post matching".Public service motivation should be taken as the assessment basis and the assessment results should be in good use,so as to improve the performance of civil servants.
