The implementation of the performance appraisal system of leading cadres in our country is still a top-down evaluation,although this evaluation method has its historical inevitability and rationality,highly consistent to push on the lower level,conducive to higher policy implementation,but the evaluation methods have easily lead to the implementation of the system of government performance evaluation countermeasures.2010 problems such as H under the policy,in 2015 started the implementation of county government performance appraisal system.In carrying out performance assessment work of leading cadres at the same time,H also continue to improve the relevant regulations in the file,the provincial government under the guidance of H,based on the actual development of the times.The direction of development,constantly adjusting the organization and implementation of leading cadres performance appraisal.While in the city of H on assessment methods have clear guidelines and assessment procedures,but as a guide to enhance the actual operation process,need to establish a relatively complete cadre performance appraisal system.Construction of performance appraisal system of leading cadres is to fully understand the work of cadres,the cadres in Germany,can,diligence,performance,low in all aspects of work to make a comprehensive,objective,impartial evaluation,provide the basis for the promotion and appointment of cadres of CPC organizations.Based on the target management theory,related cadre evaluation system and performance management theory,construction of cadre assessment system,to promote H,enhance the overall quality of cadres.Specifically,combined with currently using H,the Organization Department of the cadres from the assessment subject,assessment methods,assessment content,assessment methods,assessment program,The evaluation results are analyzed in five aspects,and the construction of evaluation index system and case study are also discussed-The city of H in management thinking,evaluation subject,evaluation index,evaluation feedback and other aspects still need to be further explored and deepened.Such as the goal of management thinking needs to be deepened,assessment information distortion,assessment index assessment team members old-fashioned,professional is not strong,the assessment results feedback is not in place,the reason is mainly reflected in the lack of knowledge thought,evaluation of the main single assessment,the lack of targeted content,lacking of scientific assessment methods,assessment results lack of effective use of several aspects.To solve these problems,we should set up and perfect the performance appraisal system of leading cadres,improve relevant laws and regulations to promote all aspects of the performance appraisal of cadres can Effective implementation,organization and implementation of cadres of the masses approved assessment is consistent,let the voice of the people,hardworking cadres to be reused,in addition to further enhance the openness and transparency of the work of cadres,welcome to the community and the masses supervision.
