The Present Situation Of Urban Larceny In China And Its Preventive Countermeasures

The study of theft has always been a hot topic and research object of scholars,which is not only an urgent requirement of criminal justice practice in our country,but also can enrich and deepen the theory of criminal law in our country.But these studies have focused on the forms,means and standards of crime of theft,and it is rare to separate the study of urban theft from the crime of theft and analyze it separately.In fact,such a classification is of some research significance,urban theft crime compared to rural,suburban theft crime is still quite a big difference.An analysis of the phenomenon of theft in urban areas can assess the level of policing in the city to a certain extent.Grasping the occurrence of theft crime from the analysis is the change law,which can reveal the management weakness of the city.In this paper,the theft cases from 2011 to 2016 in a certain urban area of China were selected as the research object,a total of 839 pieces.According to the statistics for six years,the proportion of criminal offences in this urban area is more stable and the proportion of crimes of theft is relatively stable and distinctive in all criminal offences.Through the analysis of the theft cases in A district of a city,some preventive countermeasures are provided for the prevention and control of theft crimes in this district.In the prevention of theft,we should improve the social moral construction in the new era.Strengthen the anti-theft education of the masses and improve the anti-theft awareness of the whole society;Efforts should be made to develop the economy,realize a well-off society in an all-round way and increase the social employment rate.In terms of measures to control theft,the public security organs should systematically coordinate the prevention and control system of theft and intensify the linkage between different regions.Detect and rectify the second-hand market and waste recycling market in urban areas,and cut off the downstream of theft.To carry out the construction of the installation system of urban monitoring cameras.
