Study On The Evolution Law And Development Trend Of Agricultural Legislation In New China (1949-2019)

Since the founding of the People's Republic of China 70 years ago,Chinese society has undergone earth-shaking changes from the economy to the system.In the long history of Chinese civilization,seventy years have passed,but in the historical process of China's development,this period of time is very important.In the seventy years since the founding of New China,both the economic and social achievements and the tremendous changes it has made are all remarkable.The peasant class,as China's largest social group,has played a central role in the transformation and development of New China.The history of the development of this group is closely related to the history of the changes and development of New China.On the issue of agriculture,rural areas and farmers,the study of agricultural legislation is not only a theoretical review,but also a guiding significance for China's legislative practice.Through the combing of the legislative process in the agricultural field since the founding of New China,this paper attempts to explore the evolution law of agricultural legislation,find out the problems of the current agricultural legislation,and further explore the legislative focus and development trend of agricultural legislation.This research is divided into 11 chapters.The first chapter is the introduction,which mainly discusses the origin of the problems,reviews the research status at home and abroad,and explains the research ideas and methods.The second chapter is the general situation of agricultural legislation in new China,including the concept,related theory,function,system and classification of "one center and four elements".The third chapter is the evolution law and development trend of new China's rural governance legislation,combing the development vein of rural governance legislation,discussing the dilemma of rural multi-governance legislation,and looking forward to its development trend toward "autonomy,rule of law and rule of virtue".The fourth chapter is the evolution law and development trend of agricultural land legislation in new China,combing the historical process of land legislation in the 70 years since the founding of new China,and discussing the development context and trend of land legislation.The fifth chapter is the evolution law and development trend of agricultural finance legislation in new China.The sixth chapter is the evolution law and development trend of new China's agricultural science and technology legislation,combing the science and technology legislation to promote the development of rural science and technology and ensure the safety of rural industrial products in agricultural legislation,analyzing the development law of science and technology legislation,and looking into its development trend;The seventh chapter is the evolution law and development trend of new China's agricultural ecological legislation,composes the development context of agricultural ecological legislation,and looks forward to the development trend of its legislation of ecological compensation,legislation of multi-subject ecological responsibility and emphasis on soft law governance.The eighth chapter is the laws and problems of agricultural legislation since the founding of new China,pointing out the characteristics of The Times of agricultural legislation,clarifying the common laws of the development of agricultural legislation,and pointing out the problems of the local legislation of agricultural legislation,the rights and obligations dislocation,the strong principle and bad rules.Chapter nine is the development trend of agricultural legislation in the new era.It discusses the development trend of
