Research On Problems And Countermeasures Of Government Information Disclosure In L District,H City,Liaoning Province

Information disclosure plays an important role in restricting and supervising the use of government power,and is an important guarantee for the smooth establishment of a government ruled by law.Since the 18 th National Congress of the Communist Party of China,the Central Committee and the State Council have attached great importance to the work of information disclosure and made a series of major deployments.The county and district governments are not only policy makers and implementers,but also the most direct managers and leaders of the economy and society.They have become the necessary conditions for the reform of information disclosure of county and district governments.At present,all kinds of social problems and contradictions are concentrated in our country.Local governments in L District of H City are also facing many social problems and contradictions directly.It is necessary to properly balance the relationship between development and stability.Government information disclosure is particularly important.However,as far as the actual results are concerned,although the government information disclosure work in L District has made rapid progress and achieved some results,the problems such as superficiality,formalization,lack of supervision and low participation of the public are still prominent and need to be improved urgently.The research object of this paper is the problems existing in the government information publicity in L District of H City,Liaoning Province.Combining the data collected from domestic and foreign literature and government documents,the paper expounds the current situation and existing problems of the government information publicity in L District.Through the analysis of the problems,it explores the existing problems in the process of the government information publicity in L District,explores the causes of the problems,and puts forward practical and feasible suggestions for L District.Countermeasures.The structure of this paper is divided into six chapters,the first part is the introduction;the second part is the core concept and theoretical basis,the meaning of government information disclosure,elements and service-oriented government theory,public governance theory and so on.The third part is the analysis of the current situation,existing problems and causes of government information disclosure in L District of H City,Liaoning Province.The reasons also lie in the poor external environment factors leading to poor interaction with the public,and the asymmetry of public information caused by the mere formality of public content.The fourth part is the reference of advanced experience of government information disclosure,and discusses the practices of Japan and Guizhou.The fifth part is the solution to the problems existing in the government information disclosure in L District of H City,Liaoning Province.It is believed that the correct values should be used to change the concept of government information disclosure and to create a good external environment for public participation.Finally,conclusions and prospects.
