The Research On The Functions Of Township Governments In The Process Of Creating Characteristic Towns

Urbanization is the only way for the country to achieve modernization and a powerful driving force.In 2016,the Ministry of Housing and Urban-Rural Development,the National Development and Reform Commission and the Ministry of Finance jointly issued the "Notice on the Cultivation of Characteristic Towns" to provide new ideas for the economic development of small towns.In practice,due to the geographical imbalance of China’s economic development,the characteristic towns have achieved good response in the eastern coastal areas,but in the western regions where economic development is poor,the creation of characteristic towns is difficult.Among the many difficulties,how the township government performs its functions and leads the healthy and stable development of the town is an important and urgent issue.This paper first introduces the background,research significance and research status of township government in the process of creating a characteristic town.Then it expounds the core concepts and basic theories of township government functions and characteristic towns.Then it sorts out the status quo of the creation of characteristic towns in Xingmeng Township and the performance of township government functions in the process of creation.It points out the problems existing in the functioning of the township government in the current characteristic towns and analyzes the reasons.Finally,by referring to the experience of other regions at home and abroad,this paper proposes the optimization path of township government functions,provides value reference for the healthy development of Xingmeng Town’s characteristic towns,and provides a theoretical basis for township governments to improve service functions.Through research,it is found that the development of characteristic towns requires the township government to actively play a guiding role.Especially in the period of the creation of characteristic towns,the government must improve various infrastructure construction,create a good development environment,and attract multi-subjects to participate in the development of characteristic towns.The main body of the development of the characteristic town is the enterprise.After the government has completed various guarantees,the government should let the market dominate the operation of the town.The development of characteristic towns should be tailored to local conditions,and work on the characteristics according to the actualsituation to find a characteristic road that conforms to local development.And the cultural heritage of the town comes from the precipitation of time.The participating entities must have sufficient patience and perseverance in the development process of the characteristic towns.Perseverance and perseverance will promote the steady progress of the characteristic towns,avoid eagerness and quick success,and violate the law of development of characteristic towns.
