| The township party committees and governments are the foundation for the leadership of the party and the government of the People's Republic of China in rural areas,the bridge between the party and the grassroots,comprehensively lead various organizations and work in towns and villages,thus are supposed to be the practitioners of the historic task of "the Rural Revitalization Strategy" of the PRC,proposed by the 19th National Congress of the Communist Party.However,in the process of the implementation of the RRS,a series of circumstances make it difficult for the township party committees and governments to effectively perform their duties and governance.In this thesis,the circumstances and difficulties will be summarized as "the Predicament of Township Governance(PTG)",and will be studied based on the theories of governance,social roles and personnel incentives,with the method of literature research,case study,interview and questionnaire survey.The research contents are as follows:1)Introduce the basic connotation of terms such as the RRS,cultivating career the PTG in the context of the new era.2)Describe the background of Dongzhuang Town in the process of urbanization,and the main action,achievement and characteristic of the township committee and government.3)Describe the PTG faced by the township committee and government,which includes the conflicts between resources and tasks,rights and responsibilities,benefits and inputs,capabilities and requirements,and the contradictions between the positive intentions and the fear of adversity and failure of the township civil servants.4)Analyze the causes of the PTG,such as the uneven development of rural governance forces,the weak situation of the township government in the central administrative system,the imperfect incentive mechanism of township civil servants selection and promotion,etc.5)Put forward the countermeasures to the PTG and the method to promote the enthusiasm of grassroots civil servants. |
