The Construction Of Mechanism And Procedure Of Deliberative Democracy For Local Governance

As a theoretical innovation in western academic circle,deliberative democracy has been explained and analyzed by many western scholars since it was put forward.Since the theory of deliberative democracy was introduced into China in the last century,domestic scholars have paid more attention to it.At the same time,the practice of local deliberative democracy,represented by the Democratic Deliberation of Wenling,is quietly taking shape.In 2017,the report to the 19th National Congress of the Communist Party of China(CPC)put forward the proposal of"promoting the broad,multi-level and institutionalized development of Socialist Consultative Democracy",which further elevated the position of consultative democracy to a strategic level in the important direction of the reform of'the country's political system.Before that,in 2013,the Third Plenary Session of the 18th Central Committee of the Communist Party of China put forward the proposal of?promotingthe modernization of the country's governance system and governance capacity".It is in this context that the theory of deliberative democracy and practical innovation,to a certain extent,will play its value and role to promote the realization of governance modernization.Specifically,local governance is the main field of deliberative democracy.The practice of deliberative democracy has been carried out in all parts of the country(Wenling,Pengzhou,Yanjin,etc.).There is no comprehensive comparison between individual cases.On the other hand,most of the domestic researches on deliberative democracy focus on the micro-level operation method of the individual case itself,while neglecting the process ofthe emergence,development,transformation and innovation between deliberative democracy and local governance.Therefore,this paper based on the practice of deliberative democracy in the context of modernization of governance,chooses the representative of Wenling and Pengzhou to make a comparative analysis,and focuses on the process of appearance,development and transformation of deliberative democracy.By combining the historical evolution and the latest developments of deliberative democracy in the two places,this paper analyzes the commonness and individuality between them.On this basis,Wenling experience is regarded as a problem—oriented deliberative democracy model with the goal of generalization,while Pengzhou experience is regarded as a hierarchical model of system-building deliberative democracy,which respectively represents two path that local governments can take to open the practice of deliberative democracy.Therefore,by summarizing the core elements of the two forms,and combining the starting mechanism and embedding mechanism of local governance and democratic democracy,the general democratic mechanism and procedure of consultation are constructed from the background of consultation starting,the anchoring of consultation topic,the emergence of the subject of consultation,the channels of interests expression,the setting of rules of procedure and the consensus implementation of resolutions.
