At the end of the 19 th century,with the emergence of modern protectionist views on children and the rise of the Save the Children Movement,the federal government began to pay more attention to child welfare,expand the public child welfare departments.It was not until the publication of the Battered-Child Syndrome,the serious but very hidden social problem,came into the eyes of the American people,the abused children began to be included in the scope of national protection.After the 1960 s,the theory that government intervenes in family life when parents fail to perform their obligations has matured.The Child Abuse Prevention Act in 1974,aims to protect abused children in the United States.Its main purpose is to provide financial assistance for demonstration programs for the prevention,identification,and treatment of child abuse and neglect,to establish a National Center on Child Abuse and Neglect,and for other purposes.Following this Act,the federal government has gradually become a leading force in the field of child protection.In the following decades,the States established and improved the compulsory reporting system,judicial procedure and administrative service system.Meanwhile,the act provided a series of diversified relief methods for abused children and their families,including temporary placement,medical assistance and legal aid to protect children from harm.Since the 1970 s,the Federal Government has promulgated the Adoption Assistance And Child Welfare Act to promote the permanent placement of abused children,the Child Victims Act to strengthen judicial justice in child abuse cases,the Megan Act to prevent and protect sexually abused children,and the Indian Child Welfare Act to maintain the stability and safety of abused children and their families.These bills provide not only comprehensive and systematic protection for all abused children,but also have greatly reduced the incidence of child abuse cases in the United States.These bills effectively reduced the incidence of child abuse and protected abused children as comprehensively as possible.However,some laws mutual constrains,which makes the effect of bills implementation is affected.
