Study On The Role Of Government In The Integration And Development Of Three Industries In Rural Areas

At present,the overall level of rural areas in our country is still underdeveloped.The Industrial development mode and effective path are in the initial exploration stage.In order to promoting the transformation and upgrading of rural industries,the integration of Primary,secondary and tertiary industries in rural areas becomes to the key to local governments to achieve industrial revitalization and realize rural revitalization.However,the successful and effective model of small-scale rural three industries integration is still in the initial exploration stage,and has not yet been formed.At the same time,the local governments are still in the exploration stage of defining the integration and development of rural three industries,improving policy guidance,strengthening facilities security,and closing interest linkages.How to better cultivate and strengthen the integration subject,innovate and integrate the development mechanism,provide good external environment for the development of rural three industries,which can create a multi-field and deep integration rural development ecology and build up a new urban-rural relationship under the background of Rural Revitalization Strategy,becomes an important issue we are concerned about.From the perspective of public administration,this paper expounds the related theories of rural three industries integration as well as government functions,links to the fact of city Zhucheng,analyzes the measures,problems and reasons of the integration and development in rural three industries with the advancing role of Zhucheng government.And then it deeply explores the thoughts and countermeasures for local governments to advance the integration and development of role of rural three industries effectively,combining the government behavior of domestic and foreign governments to advance the integration and development of rural three industries.This article is discussed in detail through six chapters.The first chapter introduces the background of the topic,the significance of the research,the research status at home and abroad,research ideas and framework,research methods and possible innovation points.The second chapter summarizes related concepts and theoretical expositions.It defines and explains the connotation,integration path and significance of the rural three industries integration and development,and at the same time expounds the concepts and theories of the government role and functions.The third chapter is about the status,measures and effectiveness for Zhucheng Government to advance the integration and development of rural three industries.Combining the background of policy environment,industrial foundation,"Zhucheng Mode"reform experience,summing up the current situation,subject,mode of rural three industries integration in Zhucheng City,as well as the city governments'measures and effectiveness.The fourth chapter discusses the problems and causes in the integration and development of rural three industries with the advancing role of Zhucheng government.The fifth chapter sorts out the government measures and functions for advancing rural three industries integration and development which including scientific planning,policy incentives,industrial cultivation,etc in Japan,South Korea,France,the Netherlands and other parts of our country as well as Zhejiang and Taiwan and other internal region,providing a good experience reference.From the perspective of public administration,the sixth chapter discusses the effective path and countermeasures of the government to advance the integration and development of rural three industries.It puts forward the countermeasures and suggestions for clarifying the development concept and direction,broadening the development space,innovating the development mechanism,and optimizing the development environment.This paper is a kind of research and rich extension of the academic research on the development of rural three industries integration in the perspective of public administration,which has certain theoretical significance.In addition,the paper studies the role of the government in advancing the integration and development of rural three industries,especially the gradient practices given at different stages of development,providing a reference for rural industries transformation and upgrading as well as the implementation of the Rural Revitalization Strategy,meanwhile providing a reference for the rural industry integration in other regions to a certain extent,which has certain practical significance.
