Rural Grass-Roots Party Building Promotes Innovation Inlsocial Governance

With the development of Chinese society entering a transitional period,profound changes have taken place in social structure,living standards and ideological concepts,gradually changing from an agricultural society,a traditional society,a closed society,to an industrialized society,a modern society and an open society.Facing such a complex and profound transformation,the traditional governance system can not effectively cope with it.Since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,how to promote the modernization of the national governance system has become one of the main tasks facing the Party and the country.The foundation of the modernization of the national governance system and the governance capacity is at the grass-roots level,which is the foundation of the whole building of the national governance modernization system.At the Nineteenth National Congress of the Communist Party,the 20-word policy of Rural Revitalization Strategy was put forward,in which Therefore,the innovative development of rural grass-roots social governance also determines the innovative development of national governance.Rural grass-roots Party organizations,as the basis of the Party's overall work and combat effectiveness at the rural grass-roots level,are the main force to promote the innovative development of rural social governance.They can concentrate their efforts on major events,mobilize the rural masses and integrate multiple resources.The construction of rural grass-roots Party organizations has become a
