The emergence of an idea is closely related to the economic,political,cultural and social conditions.The high seas occupy an important position in the earth's oceans,and their survival and problems have a great impact on our lives.Therefore,the international community is aware of the importance of protecting the environment of the high seas and put the issue of marine protection outside the national jurisdiction on the agendaFacing the increasing pollution of marine environment and the increasingly decreasing biodiversity,countries are actively joining the queue to protect marine environment and protect biodiversity.Although there are many practical activities in the international community,the main way is to build a high sea protection area.The high seas protection area is an effective tool to protect the ecological balance.It has the characteristics of regionally,scientifically and professionally,which will bring ecological and economic benefits to the international community.However,due to its short establishment time,imperfect legislation,unsupervised law enforcement system,incompatible with the international legal system,the theoretical foundation is not solid,and the regional gap is large,the development of the high seas protection area is hindered to a certain extent.Because there are many documents and resolutions related to the high seas protection area in the international community.Some documents do not have a mandatory role and do not limit the role of human beings in developing the high seas at will,which will cause many practical problems.The basic theory of finding solutions should be based on the basic theoretical level and tested by practice.In the face of these problems,the final purpose of this paper is to put forward the relevant solutions.
