Under the background that the Communist Party of China put forward socialism with Chinese characteristics entering a new era,building a high-quality professional cadre team is the key to meet the requirements of the development of socialism with Chinese characteristics in the new era,to build a well-off society in an all-round way,and to push forward the cause of socialist modernization.Examining and verifying cadres is an important basis for training education,selecting and appointing,supervising management,encouraging and restraining.It is also an important basis for building a high-quality professional cadre team with firm beliefs,serving the people,diligent Administration for the people,daring to assume responsibility,honesty and integrity.It is also an important basis for building a high-quality cadre team to promote economic development with the Party's construction and high quality.Inevitably,it is a key measure to strictly govern the Party in an all-round way.It can fully stimulate the vitality of the cadre team,effectively promote the scientific,democratic and institutionalized work of cadres,and constantly improve the modernization of the national governance system and governance capacity.The Communist Party of China has gradually established a relatively perfect cadre assessment system with Chinese characteristics.However,affected and restricted by various factors,the theory of cadre assessment still lags behind the practice of cadre work.The systematicness,comprehensiveness,pertinence and depth of the assessment are still insufficient,and the scientificity of the assessment needs to be further improved.On the basis of summarizing the CPC's 97-year historical experience and the practice of building a well-off society in an all-round way,the 2018 National Organizational Work Conference put forward the organizational line of the CPC in the new era,and clearly pointed out that building a loyal and clean cadre team with high quality is the key point of implementing the organizational line in the new era.How to cultivate,select,manage and use cadres? General Secretary Xi Jinping put forward the establishment of a quality training system,a system of intellectuals,a system of selection and appointment,a strict management system and a positive incentive system.Among them,the establishment of a system of intellectuals for daily assessment,classified assessment and close assessment is the "five systems".The foundation and key.Focusing on the practical significance of the assessment of leading cadres,this paper,based on the practice of the assessment of leading cadres in Henan Province,adopts the methods of case study,literature investigation and empirical research to analyze the assessment of leading cadres from four aspects: subject,content system,method and result application.The existing problems and their causes in the work.Through the research,the paper puts forward the countermeasures and measures to improve the assessment of local leading cadres,including adhering to the guidance of scientific theory,strengthening organizational leadership,improving the content system,improving methods and methods,and strengthening the application of assessment results.
