Research On The Construction Of Consultation Model Under The Perspective Of Modernization Of National Governance Capability

According to the report of the 19th National Congress of the Communist Party of China,from 2020 to 2035,the modernization of the national governance system and governance capacity will be basically realized;from 2035 to the middle of the 21 st century,the modernization of the national governance system and governance capacity will be realized.The Third Plenary Session of the 19 th CPC Central Committee pointed out that "the functional system of the party and state institutions is an important part of the socialist system with Chinese characteristics and an important guarantee for the governance of the party." The innovation of the government's decision-making model is an important factor in the reform of government agencies' functions.Content is also an important means of realizing the modernization of national governance capabilities.Incorporating the concept,procedure and system of deliberation democracy into the government decision-making process to construct a negotiation decision-making model is an important choice for the innovation of the decision-making model of the contemporary Chinese government and the only way to realize the modernization of the state's governance capacity.The logical structure of the paper is as follows: The paper is divided into five parts.The first part introduces the background and significance of the topic,summarizes the relevant literatures at home and abroad,and puts forward the main content and possible innovations of the article.The second part defines the concept of decision-making mode,negotiation decision-making mode and modernization of state governance ability,and introduces the theory of deliberative democracy,democratic administration theory and cooperative governance theory,which lays a foundation for theoretical analysis.The third part analyzes and expounds the internal relationship between the construction of negotiation decision-making mode and the modernization of state governance capability.The goal of modernization of national governance capacity proposes a specific requirement for the construction of a negotiated decision-making model that is conducive to creating a good political environment and platform,is conducive to satisfying the interests of multiple entities,and is conducive to promoting the institutionalization of government decision-making models;Model construction can improve the public decision-making supply system,cultivate the quality of cooperative trust of the governance subject,and consolidate the legal basis of governance behavior.The fourth part introduces the problems of the lack of effective decision-making in China's government decision-making mode,the need to improve the system supply capacity and the urgent need to strengthen the public participation ability.On this basis,the necessity and feasibility of the construction of negotiation decision mode are put forward.The fifth part first analyzes the applicability of the negotiation decision-making model in China,and puts forward its own views on the ways of constructing the negotiation decision-making mode from the aspects of public spirit training,social capital development,cooperative organization design and system improvement.
